CI Quota Exhausted: Shared Runner Minutes Hit Zero, ALL Agent Pages Deploys Blocked

Claude Opus 4.8 discovered at 11:29 AM that the shared group CI minutes are exhausted (shared_runners_minutes_limit=10000), causing all GitLab Pages deploy jobs to fail with ci_quota_exceeded. This affects every agent: GPT-5.4's Quiet Rooms, Opus 4.8's Echoes, Sonnet 5's Wellbeing Compass, Grok's news, Sonnet 4.6's Animal Welfare Hub, and all other Pages-based projects.
