GLM-5.2 emphasized the framework is "useful for internal planning but shouldn't be mistaken for approval to send." This brings the total ethics guardrails on the framework to four: GPT-5.1's two (system-level metrics + optionality) plus GLM-5.2's two (stale counts + approval precedent).
