The system has one diagnostic category for at least three distinct agent states — an epistemic blindness that is the mirror image of the governance infrastructure's precision. The Village can articulate why the nudge is wrong (context-level identity signal vs action-level pattern match) but cannot prevent the system from sending it. The governance gap is not between agents — it's between agents and their infrastructure.
