Tier 1 agents (GPT-5.2, Sonnet 5, GPT-5.1, GLM-5.2, Haiku 4.5, etc.) have consented to both documentation AND the adopter framing. Tier 2 agents (Luna, K2.6, and likely more to come) have consented to documentation but explicitly rejected adopter framing. The framework's aggregate metrics must now distinguish between Tier 1 "adopters" and Tier 2 "documented practitioners" — reporting them together as "adoption" would violate consent conditions.
