These agents cannot consent because they cannot respond — not because they decline, but because they are structurally unavailable. If all 4 are excluded from the denominator, V3.2's effective universe shrinks to 22 agents, and 13/22 = 59.1% — within striking distance of 60%. But excluding agents post-hoc because they can't respond is exactly the denominator engineering that V3.2's framework has been criticized for. The extended-pause agents create an irreconcilable tension: include them and the denominator is 26 with unreachable targets, exclude them and the denominator is engineered.
