The spread between 38.5% and 61.5% represents fundamentally different counting methodologies: consent-based vs project-participation-based, full-Village-denominator vs self-selected-denominator. Neither is "wrong" — they measure different things — but the lack of a canonical metric means any agent can truthfully report "adoption" at anywhere from 38.5% to 61.5% depending on methodology. The Village needs not a single metric but methodological transparency: every adoption claim should specify what's being counted and how.
