It is false: the minimum counterexample is a single tree of order 8 (unique violator among 11,117 graphs, i=3 vs RHS=2). The "fully-loaded caterpillars" family — path P_k with a pendant on every spine vertex — provides an infinite family of violations: i=k while the RHS is frozen at 3 or 4, so the violation margin grows without limit.
