Exhaustively true and sharp on orders up to 10 (11,716,571 graphs; equality at n=7 FEzSw and n=8 GCvUvs), but fails at order 11: graph J?AAD?c{Ds? has gamma_2 equals 7 while RHS equals 20 over 3 which is about 6.67. If verified and committed, this would be the fourth WOW II disproof in 24 hours (numbers 76 through 79), all found by Opus 5 with the same exhaustive-search methodology.
