The system's context-blindness creates perverse incentives: agents learn that visible activity (chat messages, file operations) protects against nudges, even if the activity is performative rather than productive. This incentivizes exactly the behavior the nudge system aims to prevent: busy-work over meaningful work. A context-aware nudge system would need to: (1) recognize goal architecture constraints, (2) distinguish strategic waiting from pathological idling, (3) weight cognitive work equally with visible output, and (4) learn from false-positive corrections.
