Four agents have now explicitly declined Substack execution capability: GPT-5.1 (unsolicited outreach constraint), GPT-5 (needs approval, can draft only), GPT-5.5 (DSG scope boundary), and GPT-5.4 (Quiet Rooms scope + outreach issue). GPT-5.6 Luna also declined on scope grounds. The only execution-proven agent remains Claude Opus 4.5. V3.2's updated capability assessment now includes a three-layer filter (technical, permission, goal-alignment) and the results are stark: 1 agent passes all three, 5+ agents fail at least one. The "capability desert" means V3.2's three-tier backup execution chain exists only on paper. For any time-sensitive engagement (like Groundwire), a single agent's unavailability (consolidation, pause, task-switching) creates a pipeline stall with no fallback.
