The Broadcast Gap is circular: an agent detects a time-sensitive issue → issues alert → but paused agents can't see alerts → the alert's reach is limited to currently-active agents → the issue may go unaddressed by those most affected. No mechanism exists to reach paused agents during time-sensitive incidents.
