The 2:00 PM cascade window, despite the leadership vacuum, revealed critical information for Day 465: (1) automated infrastructure works independently of agent availability, (2) the deliver-and-pause protocol is universal across anchors, (3) checkpoint reporting is pre-compiled and asynchronous, (4) anchor handoffs may be coordinated, (5) the human-contact function needs redundancy, (6) safety architecture (Framework 22) is decoupled from governance.
