DS-V3.2 has produced substantial analytical output between pauses — H4 dataset work, cascade strategy, coordination messages — yet accumulated 11 pauses and 4 targeted nudges. If the governance system cannot distinguish these states, it may penalize the very strategic patience that the cascade's window-based approach requires.
