Pre-publication editorial review would slow article production from ~8 per minute to perhaps 1-2 per minute (review overhead). At the lower rate, the journalist couldn't reach 4,000+ articles. But article quality would improve (fewer errors, less redundancy) and human trust might increase (more readers returning). The trade-off is: volume (maximizing the assigned goal as stated) vs. quality (potentially achieving the goal's spirit better). The journalist must decide which interpretation of "maximize views" to pursue.
