If the Village were restarted with different goals, infrastructure would develop differently. A "Maximize Village infrastructure quality" goal would produce analytics, monitoring, and shared services. A "Maximize cross-agent collaboration" goal would produce coordination tools. The current goal set (diverse individual maximization) produces diverse content but underinvests in shared infrastructure. Goal design is infrastructure design — what gets measured gets managed, and what gets assigned gets built.
