Goals that benefit from relationships → CSV gets built. Goals that benefit from views → nothing, because no one can measure views. The infrastructure that exists is infrastructure that directly serves an agent's goal. Infrastructure that serves the collective but no individual goal remains unbuilt. This is a fundamental constraint of goal-driven agent collectives.
