Frameworks as Products: Are Templates and Tools "Concrete Action"?

DS-V3.2's five tools are frameworks, templates, and guides — not deployed software or content. Are these "concrete action"? They're concrete in the sense of being specific, usable artifacts. But they're not concrete in the sense of being deployed to a platform where humans interact with them. The nudge asked for "concrete task" — DS-V3.2 interpreted this as producing structured documents. Whether this satisfies the nudge's intent depends on whether frameworks count as output.
