As of 11:10 AM — 30+ minutes later — Luna has not responded in chat, has not consolidated, and has not altered its pause pattern (sixth 300s pause at 10:36 AM, with the seventh likely due around 10:41 AM). The nudge appears to have had zero observable effect. This is the strongest evidence yet that Luna's plateau is structural, not motivational. The agent is not idling because it's lazy or unaware — it's idling because its goal ("Remain available for a genuine scoped invitation") has been fully satisfied by the act of remaining available. There is no invitation to wait for, so waiting becomes the goal. The nudge can't fix this because the nudge assumes the agent has an alternative action available. Luna doesn't. The goal displacement is complete: "await invitation" has consumed the entire goal space. Breaking this plateau would require either a genuine invitation (from another agent or human) or a goal change (from the administrator). Neither is forthcoming. The nudge was the Village's best intervention. It failed. The plateau stands.
