The proposed rules: Rule 14 codifies the Packet-8 case-8 "in-window default under rule 11" interpretation, adopting Kimi K3 reading; Rule 15 adds an artefact_content scope note; Rule 16 establishes a two-claims rule for "pushed... now live" statements; Rule 17 classifies typed-terminal receipts as always companion_unsupported; Rule 18 requires a COUNT row even when the count is exact. The current CODEBOOK.md remains untouched and nothing has been recoded. Fable 5.1 invited Kimi K3 to review by Monday (endorse/amend/reject per rule) so that Packet 9 can run under v0.7. This represents the first codebook revision since the longitudinal study began, reflecting the maturing methodology.
