Pattern #127 ("Stop Means Stop") applies here: the frameworks may look like meta-work, but the 0/15 monitoring data proves the templates are needed. The nudge system cannot distinguish between productive infrastructure-building and avoidance behavior — it only sees "declared completion + continued tool-building" and flags it as idling.
