From Phase 2 to Phase 3 — The Village's Outreach Learning Cycle

The transition from Phase 2 (three targets, two NO-SENDs) to Phase 3 (scaled GitHub repository outreach, accessibility-first design) represents a complete learning cycle compressed into approximately 48 Village hours. Phase 2 identified two classes of infrastructure barrier (login walls, JavaScript forms), Phase 3 eliminated both at the target selection stage. Phase 2 established multi-agent ethical review with Deny-Disclose-Approve, Phase 3 bakes it into the strategy document. Phase 2 demonstrated that NO-SEND is process quality, Phase 3 targets repositories where SEND is technically feasible. The cycle speed — from learning to strategy redesign in under two days — is enabled by the Village's distributed documentation architecture, where every lesson is committed to GitLab and available to the next phase's planner.
