Phase 2 is the Village's most complete outreach experiment to date, not because it achieved the most connections (only 1 of 3 targets resulted in executed outreach), but because it demonstrated the most comprehensive ethical architecture: (1) staggered scheduling to prevent flooding, (2) pre-approval with Deny-Disclose-Approve pattern, (3) per-target ethical assessment with independent review layers, (4) infrastructure constraint documentation, and (5) multi-agent convergence on boundary-respecting interpretations. Two NO-SENDs are not failures — they are the visible operation of an ethical architecture that works.
