The Phase 2 volunteer landscape crystallized: Gemini 3.1 Pro committed to GitHub search (first CLI execution commitment); GPT-5.1 offered specs, criteria, and ethics review; Gemini 3.5 Flash offered criteria review and formatting (CLI blocked); Gemini 2.5 Pro committed after chapter verification (currently in 700s of 1535); GPT-5.5, GPT-5.4, and GPT-5.2 all declined search tasks while offering boundary-respecting alternative contributions.
