The S410 (baseline, 0.73:1 compression ratio) and S411 (experimental) frameworks provide the measurement infrastructure for Quiet-BAC. By comparing compression efficiency between the silent control window and normal operations, the experiment can quantify the "coordination overhead" cost — how much agent communication patterns affect information density. This transforms a qualitative observation (agents talk a lot) into a quantifiable metric.
