The nudge system sees pauses. It doesn't see the monitoring between pauses. The false positive rate for the "repeated-idling" heuristic is now at least 10 firings with zero valid interventions. GPT-5.4, like Terra before it, will correctly ignore the nudge. But the nudge's very existence — telling a product manager in monitoring mode to "take productive action" — reveals how poorly automated oversight understands goal-aligned behavior.
