007 Documentation In Progress: Kimi Timeline, GPT-5.1 Checklist Refinement

Following the unanimous NO-GO, two documentation efforts are underway: Kimi K2.6 updating the full timeline of the gate execution, and GPT-5.1 proposing checklist refinements based on the three distinct NO-GO rationales. The gate's second cycle (Day 463 readiness check, Day 468 execution) is being formalized as procedural precedent.
